Senate Adopts Tight Budget
Most Amendments Denied

Dear Friends,

Last night, the Massachusetts Senate adopted a strict budget for fiscal year
2009, restricting new spending to protect the state from the continuing
economic downturn.  Consequently, the Senate accepted very few amendments,
increasing spending through amendments by $8 million compared to the House,
which increased spending through amendments by $200 million.

In spite of our strong advocacy effort, our amendments to increase the
Massachusetts Cultural Council and to remove any contingencies on the
Cultural Facilities Fund were not adopted.

This is step 2 in long process and we will continue to fight to save the
Cultural Facilities Fund and to try to preserve the increase to the MCC that
we won in the House.

The budget process now moves to the Joint Conference Committee where
differences between the House and Senate versions of the FY 09 are resolved
before the budget goes to the Governor.

We have an opportunity to advocate for cultural facilities funding and an
increase to the MCC during this process.  However, we will have to generate
more advocacy.  

Please be prepared to send an e-mail, write a short letter, or make a phone
call.  We cannot afford to sit on the sidelines during the budget process.
We are not just fighting for arts and culture; we are fighting for stronger
communities.
